Short answer: Fullink, Lnk.Bio, Beacons and Carrd each publish a genuine free tier, though the limits are different for every one. bio.link is worth naming here too, mainly because it does not clearly advertise a permanent free plan on its own homepage, and you should know that before you build on it.
